National Director of Workforce Programs The primary function of this position is to oversee the national operations of U.S.VETS’ Workforce Development Department by providing guidance and supervision to Workforce Coordinators at U.S.VETS’ locations across the country; implementing and maintaining the department and organization vision and mission; ensuring quality workforce development services are delivered to veterans; and achieving department performance goals. This position reports directly to the Vice President of Programs of U.S.VETS and also receives guidance and direction from the Vice President of Operations Compliance.
Responsibilities • Manages U.S.VETS’ Workforce Development Department by providing guidance, support, training, and supervision to each site and each Workforce Coordinator. • Plans, develops, implements, evaluates, and expands workforce programs for veterans in compliance with the requirements of funders and needs of program participants. • Collaborates with Program Managers and other site leadership for site-specific workforce staff supervision and program operations. • Creates and implements strategic plans to increase reach to unemployed and underemployed veterans and their household and increase employer engagement, job training, and job placements. • Ensures case management and vocational counseling services are provided to clients enrolled in the Workforce Development program; includes addressing legal, educational, or health barriers. • Ensured compliance with required documentation to include required client case file documentation with complete eligibility documentation, skills set and barrier assessments, and individual employment plans and required documentation to support workforce expenses. • Prepares workforce-related proposals, budgets, modification requests, reports, and application packages in collaboration with Operations, Finance, & Development Departments. • Performs necessary tasks to track and achieve Workforce Program goals and compile data for reporting. • Responsible for reports and corrective action plans for workforce-related funders for both government and private funding and for organization weekly, monthly, and year-end reports. • Develop and manage relationships with national senior level professionals and Human Resources managers that will open the doors for new employment opportunities for veterans. • Effectively use multi-channel sourcing activities such as social networking sites, career sites, professional organizations, etc. to identify potential employment opportunities. • Identify new employer opportunities through various business development techniques including cold-calling, following up on warm leads, collaborating with recruiters, and attending networking events; consistently researching ways to create partnerships with national businesses. • Deliver organized, structured, and persuasive presentations that communicate U.S.VETS’ mission, goals, values, and brand to businesses, government agencies, community organizations, and digitally at the national level and when needed, state and local levels. • Secures meetings with company hiring representatives to present the organization’s programs and makes presentation of clients’ employment backgrounds to prospective employers. • Develops and maintains a national database of all sites local area employers and all national level employer relationships. • Ensure the Workforce department collaborates with U.S.VETS Human Resources department to promote organization job openings with the workforce network and refer candidates for employment from the workforce program as appropriate. • Monitors trends of the labor market and guides Workforce services to connect clients to training opportunities and employers in viable industries. • Travel as needed to support national efforts. • Handles special projects as required. • Performs other duties as required.
Qualifications Requirements: • Bachelor’s degree in related field required; Bachelor’s degree in Business Administration or Human Resources preferred; Master’s degree in related field preferred. • Minimum of 3 years of related work experience required to include workforce program coordination and related grant management. • Minimum of 3 years of supervisory and leadership experience in related field required. • Experience in developing and maintaining high-level employer and recruiter relationships required. • Experience working with homeless and/or veteran population preferred. • Ability to work effectively with a diverse group of clients, staff, and community members. • Excellent written and oral communication skills. • Leadership and conflict management skills. • Demonstration of personal and financial integrity in the workplace. • Ability to take direction, work independently with minimal oversight, and to work within a team. • Computer proficient in Microsoft Office and Internet. • Ability to prioritize and handle multiple tasks. • Must have strong presentation skills and possess the ability to interact with small, medium, and large groups. • Valid driver’s license required. Must meet company insurance requirements and complete a provided driver training course. • Experience dealing with clients possessing multiple barriers to employment preferred.
